Landed a Cessna 150 at Los Alamitos Naval Air Station once after declaring and emergency and Squawking 7700 after a mag failure. Not once was their any resistance or refusal from ATC or the military. The issue here was an initial failure to declare an emergency.
Military won't turn you away if you declare an emergency (with caveats). The issue here I believe is more cultural than anything else. In Asia the idea of admitting to any perceived failure is the worst. Even though it's gotten better over the years, it still pervades the culture. I'm sure that they drum that out of the commercial pilots, but I don't know how much it's emphasized with GA.
Once an emergency is declared all airports are available to land. I did that once in the mid 197o's at Louisville military base after they gave me a PAR approach. Very nasty weather. Very strict and stern instructions once on the ground. The fuel was verified as critically low, they fuelled the aircraft. Still remember the warning, do not step out of the yellow lines or leave this office. My men are authorized to use lethal force and if you disobey these orders you will be shot. Don't know what was scarier the fuel emergency in un-forecast shit weather, or the officers warning. Still they treated us very well and without a doubt saved my ass. Thanks guys.
Once you declare an emergency up there, you can fly at any speed, any altitude, fly through any airspace. You basically own the sky at that point, and any runway is yours for landing, be it military or civilian.

However if you look at an airway map with airports you will quickly realize that the odds for Area 51 airbase being your best bet for a safe landing is very slim. It can happen, but you are better punching and winning the lottery 10 times in a row before you get an event that will make Area 51 your best spot for landing. And yes, any airspace in any country that follows ICAO rules, of course currently, Russia is a bit up for debate here though, especially with their latest actions. As for paperwork, most likely none, unless you were acting in bad faith obviously, and this is set up this way deliberately to avoid having pilots not declare a mayday and have issues where they crash and get killed rather than declaring an emergency and landing on the military airfield. Now in a commercial setting, there will be a lot of additional extra work and logistics due to aircraft size, fuel, passengers, cargo, repairs, certification, accomodation, transport etc. Usually though, that is not the responsibility of the pilot, you just get that bird down and let the airline sort the rest of the mess out, and then talk to the investigators afterwards.
I used to fly out of Osan AB's Aero Club. The club shut down a while back though. They had mogas at the time which is almost straight motor vehicle fuel. I doubt either they or Desiderio still have that fuel. Maybe he borrowed some regular car gas to get home.

I would not be doing low passes over the field (and probably taking pictures) but instead would be landing immediately. Looked more like military reconnaissance flight from a civilian aircraft rather than an emergency.

If you aren't routinely aware of your next available site for an emergency landing, suggest you go back to the second week of flight school. The pilot should absolutely know what's coming up. Given he already knows where a safe landing site is, it would be foolish to ask ATC to waste time figuring that out. The limited time available needs to be spent getting cleared to land and making the flight to that runway, while getting other traffic clear.

What I recall from reading a comment on another video of this He landed on the runway, there was some discussion about what had happened but I don't have the details After that i believe (again going off memory) they fueled up the plane and then had to push the plane back into a position where it could take off again After that they departed, not sure of there was follow up or not Hope this helps!!

Better to be safely on the ground trying to find gas that crashed and dead after running out of gas. Certainly poor planning on the pilot's part but once the condition was established the safe outcome of the flight was highly dependent on having a place to land within the range of distance the remaining fuel permitted.
As far as I know, near airfields of that Cessna's position are at Cheongju, and west end of Seosan(you can find them on the map of video). thinking of its heading, Pyeongtaek was its best option.
