Rufus gets a lot of his strength from his gear, but honestly I'm still wondering. Would he also have gotten some enhancements done to himself like Soldier? Considering his eye's, clearly not to the level of a SOLDIER, but likely some things were gone to get him to the level where he can keep up with Cloud like this.
Only for the hardest optional challenges a bit of well timed parries can make a difference but for playing through the story it’s very lenient and relaxed. Also the ability to slow time to a crawl when you open the command menu gives u time to breathe and reassess the situation
