It requires, roads, railways, minefields,.bunkers, foreign bases, weapons production, eeapons shipments and other things. That alone will deter russia. (That airbase in Romania would be great as well) For many years Ukraine has brokered every possile sort of agreement with russia including trade, friendship pacts, leasing bases, territorial recognition and more.
