I heard the story that Gulam Ali sahab sang this ghazal as a dedication to a fellow singer or I think a senior singer/artist who was criticised unfairly for having drinks and openly confessing it.
But lyrics are written by dagh delhvi. These guys are legends because of there composition and ability to sing(voice). Don't focus on the lyrics right away.
