This is one of the reasons why is American English very useful when compare it with borring English. I'm learning English currently , but I really love to speak American English language.
Typically quarter past and half past isn't as common in everyday speech, but it is more common in formal and professional settings. So I would agree that they are used in both the American and British dialects.
