+jackie the golden jackal there is no restriction on age for anime in Japan except for those restricted under 18 (same as movies). I am not sure but I don't remember have seen age range restrictions other than that (like you can have in America like PG13 etc...)

Yes they do this sort of thing very often with Genga. They also use a lot of green and sometimes purple as well :).
