I believe that would give away the element of surprise. Staff of the hotel could be involved and may warn the bad guy.

I can criticize because I am very familiar with these "Three month INVESTIGATIONS" and have personal knowledge of how this works. I don't believe those few low income people who were arrested are going to do much to "Help" this city in the grand scheme of things.

Repeal the Controlled Substances Act and all similar legislation in all jurisdictions. Provide free opioids and stimulants on demand along with harm reduction efforts. Provide adequate income for all.
