Compressor surge when letting go of the throttle. Audi used it back in the 80's during rally to keep the turbo spinning, so they had more power out of corners.

Its not really compressor surge, they just didnt use blow off valves, so when the throttle was shut (foot off the gas) the turbo would still spin for a tiny bit, and with that air having nowhere to go, it was forced back out of the compressor housing, which makes that whistle sound. Compressor surge is when the turbo is forcing more air then the engine can take in. But you pretty much explained it well.
