The functions of nucleosome are -
1- It helps in packaging of DNA.
2- It helps in coiling and uncoiling of DNA that leads to control of transcription and gene expression.

The 30 nm fiber is probably the major type of chromatin in the nucleus during the "G0 " and " interphase stages." I hope you got your answer.

The fiber is mostly seen in G1 and G2 however in S phase some portions of the fiber unwind and undergo replication. However it is not very clear as lots of changes takes place in the cell.But in most of the books you will find that it is the interphase stage they have not specified clearly the phase of the interphase.
