You won't need a sync license for that. Sync license means you are running their song on top of your video. Since, this is a cover version so you are basically syncing your version on top of your video. For that you will need a mechanical license. If you get the mechanical license, you won't get any copyright claim. But, if you don't get the mechanical license, you will get a copyright claim as soon as your version is discovered. This is my understanding.

If you do get advice, it may be incorrect. I've been told by their team that my track can be released in certain countries without a mechanical license, that it can only be released with a Master License and that it can't be released at all because of their guidelines. Clear as MUD!

What you described as "remix" would apply to "arrangement" instead. Arrangement has a clear definition (you can look it up on your P.R.O.'s website) and, technically you would need to ask for a permission from the original copyright owner before releasing one. However, in this day and age, the line between arrangement and cover has become quite blurry, and even as this "slowed down, acoustic cover, in a different genre" would clearly be an arrangement by definition, it seems that the copyright holders often turn a blind eye to you not having requested a permission for rearranging. The technical difference between a cover and a remix is that a cover is produced from start to finish by you yourself, whereas a remix contains samples, stems, or even the whole original audio-to which you have done modifications. In the case of remix, you would certainly need a master license directly from the copyright holder to use their recorded audio material (asking for permission would also apply to the case of covers, such where you made a derivative work to the extent of changing the melody or lyrics - in the arrangement domain, again!) This video by Ditto, however, only covers covers. 😁

You won't need licensing as long as all your music is your own creation. That means no samples or remixes of existing music - just all your own stuff.

I personally did exactly that which is an acoustic slow down cover. For distribution I just submitted it as a cover not a remix
