I Recommend 50% Resolution Scaling, High Textures, Low-MId Anti-Aliasing and everything else on Low or OFF, for almost locked 60 FPS. Unless you change the Framerate logic the game is slowed down. I do not recommend changing the game logic and play online ranked.
I did have luck getting matches. One thing I gotta note is that there are lots of times where I try to enter a room and it tells me my settings and quality don't match the room quality settings and won't let me join lots of rooms

Says my connection doesn't match room quality quite often but I did get Matches here and there
My Internet connection is really good idk why it says it's not good enough to enter rooms
This means the person who made the lobby has restriction for ping. Maybe you are trying to enter rooms from different region

Yes you should, it won’t work with the engine file changed
