I too have a 2013 XLT Transit Connect Van and like many I was surprised to find no filter when I bought it used and figured someone took it out and never replaced it. And when I did get a filter it was too big for to fit in the cover. For whatever the reason FORD did not always put a cabin filter element in every Transit Connect Van. But remember - this is a globally distributed Van so somewhere out there a certain market or model gets a filter. FORD and most after-market suppliers make a filter and … and they all are too big to fit in the cover. That’s because the cover was used in non-element models to keep leaves and debris out. Next time you should simply lay the filter on top of the intake for the air system. You will find it’s a perfect fit. In other words - Toss the hard-plastic cover as it was designed for non-element applications.
