For RRBs no such Narsimhan committee was formed specifically , it was a recommendation by Narsimhan however during the financial crisis of 1991 a specific committee was formed called Narsimhan committee which then gave its recommendations on solving the issue of financial crisis.
No way , do some analysis to previous year question papers, his lectures are outdated though trends have been changing now upsc doesn't ask such straight forward quest.that you can probably think of covering via these videos, upsc is getting tougher every day ..

UPCS halwoa hai kya, prelim bhi clear nai hoga isse. Yeh toh sir ne bas topics bataye hai jo aapko padna or samjhna hai kisi books or notes se.
These are the basics. Supplement this with a core book like Ramesh singh, or read some coaching's printed material, also the current affair.
