Jamaican Officials not wanting to meet with FBI type officials is plainly not arrogance. There was a law the government planned to pass several years ago called “Unexplained Wealth Order (UWO)”, however stalled in cabinet. It would allow agencies to cease assets without protracted court battles from those that acquired unexplained wealth. Now you see why it’s stalled. The gleaner has a good article on it.
Given Nigel Clarke’s dismal record of nonperformance at Financial Management, fiasco after fiasco, One would be hard pressed to determine the motive behind such a hire. Was it based on performance? And it was only completed after the International Donor dispatched their personnel on site to ensure completion.
