I think people forget that realistically the bnha characters don’t know about devil fruits and are going off their own knowledge.
Thus it would be fair for them to assume that trained pro hero’s could possibly beat enel or pts Luffy, because they haven’t really been shown a reason why they couldn’t.
Besides, sure Aizawa’s erasure might not work on enel because he doesn’t have a quirk, but within the confines of MHA, THEY DO NOT KNOW THAT

My headcanon for how to implement logia in the rules of verse equalization is that whatever attacks they are intangible to, it drains a little of their stamina overtime or of course they just have sea water used against them since that is the counter to DF. That being said Enel would defeat mostly everyone in MHA verse and the only ones to put up a close fight and a fight of attrition is Prime All Might, Prime AFO , Manga Shigaraki, and Manga Deku. And probably Stars and Stripes with her busted quirk.

Fat gum makes an interesting case same as really anyone with a water quirk also todoroki as combining ice and watee at the right temperatures makes water and mha characters can react to light speed attacks now
