The common wisdom says "if it ain't broken, don't fix it" so likely nobody would have brought it up. I personally know of another exploit where a machine will dispense multiple tickets while the barrier is up, so in places where the first 30 minutes of hour are free, someone would pull in when everyone's leaving, distribute the free tickets and everyone would leave free of charge after having spent hours parked.
