Accelerator is a great character. As a villain turned anti-hero. He isn't evil, but merely growing up as a science experiment his whole life has conditioned him to become unhinged. He does have a heart and wants to protect people but his vector transformation ability, which is the power to control the direction and magnitude of anything that comes into contact with him renders him helpless as it only serves to protect only himself. In his own words "even if someone were to drop an atomic bomb on me I will be unharmed. But the world around me will be destroyed."
His ability isn't necessarily reflection. Reflection is one of the primary uses, but the ability controls vectors. He can suck the air out of a room, kick a rock and launch it like a rocket, stop and cause an earthquake, erase a brain virus on a molecular scale, move at inhuman speeds, use it to reach superhuman strength, create plasma, fly, and reverse someones blood flow killing them on the spot. Accelerator is my favorite character of all time, and even though I didn't like season 3 of Index. I actually like his spin-off series.
There's 3 series : - Toaru Majutsu No Index : Which is mostly about Touma and Index, but there's 3 heroes ( Touma, Accelerator and Hamazura ) it mainly treat the magic side. - Toaru Kagaku No Railgun : Misaka Mikoto's story, it's happening at the same time as Index, it's about the science side. - Toaru Kagaku No Accelerator : Accelerator's story, it treats about the science side, but there's a bit of magic too, it's happening between Index I and II, right after Accelerator took a bullet in the head by protecting Last Order ( Mini Misaka ) This anime is very good, but I recommend you to watch Accelerator and Railgun because they are better than Index

The reason on why Accelerator punched Awaki is because she was going to harm the Sisters ( Misaka clones ) by using Remnant ( the suitcase she had ) which can restore Tree Diagram ( Academy City's most advanced computer ) which will lead the experiment to restart ( the clones will have to be killed again ), to prevent this, Accelerator destroyed the Remnant and put Awaki offside. After the end of the Sisters Project, he swore that no clone will be hurt again, and always protect them
Even you catch him off guard he always will reflect the attack because he is always filtering out unnecessary things and is only letting in what is necessary to survive like sunlight and oxygen.

Accelerator's ability is vector manipulation. He stopped earth's rotation except for that building. That's how he shifted it 1 mile away
