I think I can answer that, because although I'm not Chinese myself, I recently read a discussion between Chinese people under a film about the imperial anthem and the flag. One of them claimed, just like you, that the symbol of China is a dragon, and that this creature should be on the flag, instead of the communist stars. The other one, however, correctly pointed out that the dragon is a symbol only of the Han Chinese, the main ethnic group (over 91% of the population), and such a symbol would ignore the other 57 minorities. The stars symbolize social groups (I didn't know that myself before), and that's why they are more universal.
Dragon used to be the royal symbol, representing power and authority for centuries, so you can say it’s the choice of the emperor. Most civilians prefer panda more because it’s cute. Indeed, some people in China like to name their sons ‘dragon’ or some stars alias dragon, which is a wish to be powerful and successful in the future, a pragmatical purpose.
