For the same reason for what those who are from Iran have a very big accent in my first language (Spanish). 🙄🙄🙄 I know several people from Iran and from Afghanistan (whose mother tongue is Dari), and all have a very big accent in Spanish. So, don't be so demanding with those whose mother tongue is not your mother tongue!

My brother studied languages at the Defense Language Institute Foreign Language Center in California. The pace of study was intense. Students had to master the language course in 36-64 weeks. Psychologically it was very difficult, but fortunately he was helped by Yuriy Ivantsiv's book "Polyglot Notes. Practical tips for learning foreign languages”. The book " Polyglot Notes" became a desk book for my brother, because it has answers to all the problems that any student of a foreign language has to face. Wonderful! May I suggest that native speakers are not C2 but a different situation completely; they are native speakers. An uneducated native speaker still has total fluency even when they can’t possibly read, write, talk about or even think about complicated topics that would mean a person qualifies to be called C2.

I am saying the above, because in fact I have some friends from Kyrgyzstan, which learned russian at school and communicate on a native speakers level (russian is one of my three mother languages).
