You can dodge the Blue Shell using the following items: Star, Bullet Bill, Super 8, Mushroom, Triple Mushroom, Golden Mushroom, and a Super Horn. Oh, and if you get hot by a red or green shell before getting hit by a Blue Shell, the invincibility frames will keep you from getting hit also.
Also, Blue Shells can hit you if you are not in first, are in the middle of the road and it comes gliding down the middle of the road.
