These statutory companies would not be directly operated by the Government, however, they would have to abide by a State Charter and be subject to Government oversight and accountability. Borrowing money in foreign denominated currency should be illegal; most of this money is sequestered by corrupt State officials and only serves to place the Nation in debt and slavery. Our education systems should teach every student how Africa was colonised and how best to avoid this from taking place again. Regional and continental integration is essential.

Representative and Executive leaders should be made to go through a vigorous process of vetting and work requirements; the candidate should get a masters in constitutional law, Government Administration, ethics and human rights; the person should then work in the civil service for 5 years... ..And if they want to run for an executive position, they will have to first start at the local level, like the mayor of a municipality, and serve for 5 years; they will then have to do the same thing if they want to run for State Government. Executive power is highly concentrated in Africa, so the office of the Presidency should be scrapped and replace with an Executive Council of at least 5 members -- just like Switzerland's 7 person Executive council; this Executive Council should make decisions on consensus -- hence the odd number. These Executive members would serve for 5 years.
Elections would still take place but they would be for platforms and policies instead of politicians and personalities.
This system would require a parliamentary ombudsman in order to ensure that sortition representatives vote the way their constituents require them to. Detailed policy mandate certificates should be the basis on which representatives are to vote. This system would remove career politicians and political parties from parliament altogether.
The militaries should be divided into at least 4 branches and there should be more than one ground fighting force in order to remove the prospects of military coups. Each branch should be headed by a civilian.

There are certain things that a Nation should NEVER compromise on and these non-negotiables should be enshrined in every African constitution.
Non-African militaries should be prohibited from stationing their troops on African soil. Our natural resources should be Nationalised; our utilities should also be public; ports, telecommunications, farmland, the energy grid, airlines and even banks should all be public. This would all require an act of parliament, so the enterprises would be statutory corporations.
These statutory companies would not be directly operated by the Government, however, they would have to abide by a State Charter and be subject to Government oversight and accountability.
Borrowing money in foreign denominated currency should be illegal; most of this money is sequestered by corrupt State officials and only serves to place the Nation in debt and slavery.
Our education systems should teach every student how Africa was colonised and how best to avoid this from taking place again. Regional and continental integration is essential.

The problem with Africa is that we haven't established strong institutions and the rule of law. We still believe that individual leaders can positively effect the trajectory of the Nation in the absence of strong, independent institutions.
Prior to assuming power, Museveni condemned African leaders for clinging to power for decades. He will now 'rule' for at least 40 years.
This is precisely why I don't trust the notion that 'electing' candidates can resolve the issue.
African Nations should remove elections for candidates at all levels of government and replace it with sortition.This is essentially jury-duty applied to politics and would greatly reduce the prospects of sinister State takeover, nepotism, kleptocracy and corruption.
The sortition criteria should require as a minimum a high school diploma or a trades qualification -- and this would truly be representative; it would also require a comprehensive education and training program over a period of 2 years.
The education and training program would cover units on constitutional law, human rights, separation of powers, economics, budgets and economic history.
This is why we can't continue with concentrated powers. African cultures are the most susceptible to [incompetent] authoritarianism and dictatorship and are in need of philosophical, political, economic, institutional and cultural reforms.
Executive power is highly concentrated in Africa, so the office of the Presidency should be scrapped and replace with an Executive Council of at least 5 members -- just like Switzerland's 7 person Executive council; this Executive Council should make decisions on consensus -- hence the odd number. These Executive members would serve for 5 years.
Elections would still take place but they would be for platforms and policies instead of politicians and personalities.
This system would require a parliamentary ombudsman in order to ensure that sortition representatives vote the way their constituents require them to. Detailed policy mandate certificates should be the basis on which representatives are to vote. This system would remove career politicians and political parties from parliament altogether.
The militaries should be divided into at least 4 branches and there should be more than one ground fighting force in order to remove the prospects of military coups. Each branch should be headed by a civilian.

There are certain things that a Nation should NEVER compromise on and these non-negotiables should be enshrined in every African constitution.
Non-African militaries should be prohibited from stationing their troops on African soil. Our natural resources should be Nationalised; our utilities should also be public; ports, telecommunications, farmland, the energy grid, airlines and even banks should all be public. This would all require an act of parliament, so the enterprises would be statutory corporations.
These statutory companies would not be directly operated by the Government, however, they would have to abide by a State Charter and be subject to Government oversight and accountability.
Borrowing money in foreign denominated currency should be illegal; most of this money is sequestered by corrupt State officials and only serves to place the Nation in debt and slavery.
Our education systems should teach every student how Africa was colonised and how best to avoid this from taking place again. Regional and continental integration is essential.

My prior assessment was far too liberal; sortition is unlikely to work, however, a State based on institutions is undeniably better than a State based on individuals.
Representative and Executive leaders should be made to go through a vigorous process of vetting and work requirements; the candidate should get a masters in constitutional law, Government Administration, ethics and human rights; the person should then work in the civil service for 5 years...
..And if they want to run for an executive position, they will have to first start at the local level, like the mayor of a municipality, and serve for 5 years; they will then have to do the same thing if they want to run for State Government.
By the time people want to run for President, we will know who they are and what their track record has been.
