Crow's AI is designed to adapt to whatever you're relying on at the time. At times this means he will sit there and do nothing but counter you so he can take advantage of the Martial Arts plus frame parry. On hard he reads your inputs ALOT especially when he's in danger of losing. Redman in Hard in story mode is just all over the place.

These counter moves never and rarely work and they are so annoying in the game of how the computer abuses this move when you try to grapple they get way too fortunate everything, which is annoying as hell.
how good is martial arts countering? cuz frankly, the styles I chose fucking sucks at countering. either the game is complete crap that it isn't reading my input or my timing is bad. either way, this game is fucking bull with the AI
Martial arts gives you a better opportunity to counter, it significantly increases the chance of actually countering. However, this doesn't mean that other styles can't counter, it's mostly timing based. Still, I have noticed that when I play with a fighter who has MA as a style I get better at countering. Just try it out, choose Redman, Ice T or any other character with MA from the game (if you don't want to create a fighter) and check out if you improve your parrying. Otherwise just keep practicing, the timing is key here!
This might be quite a bit late, but were you only pressing R1 when trying to parry? Because the correct way to parry is R1 + 'the direction of your opponent'. You should recognise it by the hand movements of your character. Hope this helps.
