what's the purpose of soffits?
The soffit in general is aesthetics I believe. The vented soffit allows air to flow from the roof edge inside the attic space and out the ridge vent thus venting the attic. Vented soffits are code here and I believe everywhere.

I know you don't want to hear this. My husband and I rebuilt our house after hurricane Andrew and we used the same vents. You might want to put screen on top because the holes let tiny bugs in. Screen works😊
How long would that screen last? How would you go about changing it out when it deteriorates? Never thought of doing something like that.
