You are explaining how but not why. As a beginner, I don't understand which of these tasks are useful for what I need to do if you don't explain why we need to create users and what permissions are needed for what and what a bucket it. I don't even understand what is the difference between root user and the other type of user.
I understand your problem but i would recommend to do little search around linux root user and normal user which will clarify your doubts a bit. But in short root use is admin who can do whatever in the aws account but normal or IAM user does not have that permission

No you can’t if root user doesn’t provide the permission then you can’t access with cli
