I've never tried the Forza horizon, but anything can be better than the modern need for speed...

PlayStation modern car games is a joke, WRC the car automatically drifts, modern need for speed the car automatically drifts.
I've never seen cars so unstable as the cars in PlayStation modern games.
Forza driving system looks like the old need for speed, or GTA 5, we drift if we want, if we touch the Handbrake button.
I've never tried Forza so can't evaluate.
