It will formally prohibit wearing importing selling and advertising clothes alien to Tajik culture and this term is widely used by officials to describe Islamic clothing such as hijab. If you wan a modernized modesty here let me gave you one.
Put on your over size summer dress (preferably long dress) line it down with some light weight pants underneath for safety, wear a light weight long tshirt or even just the arms length cardigan to cover your arms. Throw some scarf and fashioned it to cover your hair fully and also your chest.
That's it. Go wear high heels, or boots or whatever you want after.

Nowhere in the Koran does it state that women should be covered from head to toe or cover their faces. Even the hijab head covering was only introduced because the Koran said that one of Mohammed's followers spied - he must have been spying or he would not have been able to say to Mohammed what he'd seen - a women when she went to relieve herself.
