For every horizontal sync pulse, you increment the row count value by one. Switching a first row to second row takes the total time of, the time it needs for horizontal control to go down a next row plus the time of Hsync pulse plus the the time it needs for the next row to start over.

I think in Vertical Timing slide, it should read: Vertical Scan Lines = SP + BP + VV + FP
