The Cities Skylines 2 Hardware Benchmarking, Performance, and Settings Guide

  • In this video, we'll go over the process that I used to benchmark a variety of hardware to gauge the performance of Cities Skylines 2 on systems of various power levels.
    The accompanying spreadsheet with all of the run data can be found here: docs.google.co...
    Please note that all runs in YELLOW were run on Friday October 20 on tthe 1.0.9 version of the game that includes the 1-5% performance uplift. The previous runs were on version 1.0.6, the version from the Stream and many creator videos.

      Any info on upscaling? Noticed the upscaling on your stream said AMD FSR 1.0 with a drop down menu with constant dynamic resolution on. If this is FSR 1.0, might explain why it looks so bad and DLSS might actually be viable. ua-cam.com/users/liveA9_5opzu8HU?si=hZ6m17JTD8DM8LpX&t=8083

      Do you think I will have any issues with the game using the asus-rog-strix-scar-18 240hz gaming laptop qhd intel-13th gen-core-i with 32gb memory nvidia geforce rtx 4090 2tb ssd and a 2460×1600 screen resolution. I'm worried because it is a 4000 laptop I just purchased from Best Buy. I only got it hopes it will run perfect for the game.

    The CO dev team should pay you handsomely for this video. Not only have you saved them many difficult phone calls to customer service but you also have done a lot of their work for them by exposing weak points and features that need improvement.     This is one of the most valuable things a content creator has ever done not only for their community, but for the games they cover.
    This must have been nightmarishly expensive and incredibly time consuming so I just can't thank you enough. Majestic work as usual.

    Quick tip around Vsync, not just in CS2 but all games, if you find it significantly harms performance or adds a load of input lag then I suggest disabling it - if you then see too much tearing or inconsistent FPS is being distracting, go and enable vsync in *your GPU software* which is often a better implementation than what comes with games.
    If you have free/Gsync then just leave it off

      Always disable V-Sync if you have G-Sync, instead do a global fps limit about 4 fps below your displays refresh rate.
      Edit: Since some people in the comments below have no idea what they are talking about, here some notes on that:
      1. A global fps limit makes always sense for your system, to prevent the GPU to ever run insane FPS, to reduce wear & tear, to reduce heat (all 3 not only for GPU but also CPU and other components) - if necessary, you can still say game x should have a specific separate fps limit (NVidia control panel allows you to do that easily).
      2. Vsync introduces significant input lag and it often does lead to significantly reduced performance. In the video, instead of going over 60 fps, it just caps it. Now, given you have Gsync enabled, Vsync is NO LONGER required to prevent tearing, since Gsync does this already for you, while having nearly 0 input lag.

      @@Blue_Monkey Mostly yeah, or at least a factor of your refresh rate that's close to or just below your average.
      There's no point me setting a limit of 230 on a 32:9 monitor since I never get that high, but I'll limit some games to maybe 80 if I can normally hit just over to keep it really consistent.
      Another consideration is the variable refresh range. It's better in newer monitors but older ones had quite limited ranges where Gsync would work - my old laptop had a 120Hz display but G-Sync only worked from I think 48Hz and up. You definitely want to be in that range for a good experience

      @@Blue_Monkey You need to do both, with gsync on you disable in game vsync, force enable driver vsync and also cap fps (preferrably with in game limiter or RTSS) to 3-4 below your monitor refresh. Look up "blur busters gsync 101" for more details.

      @@Blue_Monkey Don't forget to enable vertical sync in the Nvidia control panel though, or you'll get tearing.

    THIS SHOULD BE THE STANDARD FOR BENCHMARKING VIDEOS. I can't stress enough that not everyone has the access to top-of-the-line equipment. Videos like this are a godsend. Thank you doesn't come close to how much I appreciate the work you've done, and I'm sure the same goes for a lot of people.

    The population not impacting perfomance past 25k, this could be indicative of "hidden" limit where the number may go up but the city doesn't actually spawn more people/cars as you move up.

      Actually sad. With the hardware of the recomended spec you should be able to run this game at 300 FPS+ without any problem.

    As someone who did benchmarking several times to find the best settings for the games I play, I really appreciated the huge amount of work, which must have went into this video. I'm glad that I don't need to do this myself and can enjoy CS2 then it releases on Tuesday (or Wednesdays because my Internet is slow as hell, welcome to Germany😅)

      Yeah I'm using that steam refund policy to test if gameplay is bearable on my 3060ti as I used to play on a 1030 so I can bear shittier settings and fps opting in for my own preferences over word of mouth

    Glad to see my card (the 3060ti) get some big gains, may the gains continue, I'm confident over the next few weeks the performance will continue to get better, massive kudos to CO dev team and how hard they're working to get this game as good as they can for launch day and not pushing the date back!

    Thanks for doing this CPP! I just bought an MSI laptop and I’m right on the border. I didn’t realize CO was going to make the game this dense, but once they started talking about traffic ai and such it became a bit of a nail biter. I appreciate you taking the time to make this.     Great video and thanks for the spec sheet, very very helpful. ‘Biffa plays’ also found during a video/ stream that the FPS could be improved by changing the resolution once the game loads, as the game takes the windows resolution rather than whats set in the game as default. So it needs to be re-set on game load.

      sounds like an issue with running as a window compared to running fullscreen. I don't stream so i never run games in window mode because it harms performance slightly.

    My good sir, thank you kindly for what you've put together here. Myself and the rest of this community are grateful for the work and money put into making this possible. Back in August, I built a new machine purely to play this game. After your 5 hr livestream, I questioned the quality of my choices. But after comparing my old build to my new and then comparing those to what you've done here, I think I set my expectations low enough that I'll be pleasantly surprised, with a few graphics tweaks, with my gameplay experience.     Thank you for this Phil. It was great. I’m pretty disappointed though. I hope updates come fast and furious after launch. CO can say it is a “next-gen” title but if a 4090 can’t push the game with ease then something is really wrong with the game.

      If you play on PC, you always tweak the settings. It's like this for 20 years. Your PC.
      Shadows & water first, then things that hurt a little like more like Level of detail, viewing distance, etc. Works 90% of the time all of the time. CPU bottleneck is a little harder.
      Don't be that guy that doesn't try and just complains.

      Have you watched the video? This isn't just about complaining. If a game can't properly run on mid range to high end configurations while looking objectively terrible with texture flickering, LoD pop in and scratching at the unplayable performance tier then this isn't a "oh just lower the settings till you're fine" type of case. You don't buy a car when the salesman tells you " oh the brakes ain't working yet but don't worry we will fix it in the future but we're sure you will love the experience". Nobody except video game players pay for broken products at the full price. The game runs at low settings @1080p @30-50fps what do you want to turn down? Just curious.     I appreciate your putting this all together! Also, I must say this is quite a good look into how difficult benchmarking games actually is. There are so many things to keep in mind with the methodology. There's going to be a lot more performance testing once the game releases to the public!

      I have gained a new level of respect for folks like Gamers Nexus, Paul’s Hardware, Jays2cents, LTT, etc. Very time consuming and very difficult to get a meaningful measure that is easy to reproduce.

    The reason for not having linear correlation between FPS and population is the fact that later in game, small buildings get replaced by larger buildings in where a lot more people can live: So more people per vertices / triangles, as those larger buildings are often just boxes (apartments). It would be great if we can see the triangle / vertices count.

      I think that too and at the beginning of the game, you are placing lots of services that have tons of details, so vertex count grow fast. And IMHO the overall low performance is bounded to the assets. They look like are insanely detailed, like too much detailed. And more detail, more vertex, more textures, more vram, and in the end, the bottleneck will be in the bandwidth of the vram, despite how fast is your gpu chip.😢

      Motion blur works a lot better in a movie because you're able to make it deliberate and smooth, but when it's dynamic and ever-changing, such as in a videogame, it looks awful and it makes people nauseous.

    Just a note about AMD gpu worries: CO is clearly still trying to optimize, and one of the changes likely didnt play nice with AMDs drivers. While AMD may be subpar now or at launch, it should be fixed fairly quickly, either by CO or AMDs driver team. Also, both consoles use an AMD APU, so it should great by the time consoles launch.

      ​​@@JosefEngelfrostthe GPUs themselves are excellent. I have a 6800XT and it's been fantastic. Most games run up to 4k, and at worst 1440p, high settings and smooth as butter.
      When there are glitches, most devs get them fixed pretty quickly, it's just that they're still getting used to actually testing on AMD hardware. AMDs drivers are just good enough that most things work fine anyway.
      I'm also a Linux user, and AMD does great there as well. Oftentimes specific performance problems with games get fixed by the Proton devs who are absolutely brilliant at figuring out how to work around messy game code and hacks. Because AMDs Linux drivers are Open, sometimes they even fix problems that *can't* be fixed otherwise, like Elden Ring and Starfield, which both got significant performance boosts by some very clever optimization in the translation layer.
      Overall, unless you need ray tracing, you should feel totally comfortable with a modern AMD GPU in terms of both value AND overall performance.

      I have a 4090 but I'm buying a 7800 XT for my 2nd gaming PC. It's silly to not recommend AMD GPUs that are much faster in rasterization than their comparably priced Nvidia competition just because of a bad patch in this broken game. I found that part of this video utterly ridiculous.

    I'm sorry but having to lower your resolution even on a 4090 to get even somewhat playable FPS is unacceptable.. I'd be even more disappointed if they were asking what seems to be the new triple A price tag of £70/$80 but they aren't so that's somewhat nice. But I think I'll skip launch and wait for any/if any optimization patches. But huge thanks! for the detailed video. Helped massively.

    Thank you for putting this together. This had to have been a lot of work.
    I cancelled my pre-order because I too feel this game is not finished. Hated doing it as I've been playing CS1 since its release and I love it deeply. I am just tired of companies releasing games that need more time for polish. I will be trying it on GamePass and hopefully buy it once its optimized.

    Man, I remember when I played SC4 for the first time as a kid on my Pentium III 128mb ram with onboard videocard that used the ram. I would just use the tools to build stuff (nothing changed on the screen) go watch tv and come back to see if it had changed. These CS2 numbers are nothing to me!

    Awesome guide, really respect how far you went to test the game on many different setups. Can't imagine how long that must've taken just to change the test bench LOL
    Obviously it's disappointing that even an ultra-high end system can struggle in CS2, and that will definitely have me holding off on the game for a while, but I still hope they can get the game running a lot better by the time they have to release the game on consoles...

    I appreciate all your effort CPP on these benchmarks, you're my fav CS CC! It will definitely help people with a baseline!!!
    But the overall test methodology good be a lot better. System RAM speeds (DDR4/5), driver versions (AMD, NV, Intel Arc), motherboards used and BIOS versions, PCIe generation selected in the BIOS (it does affect certain cards depending on their gen), what version of Windows and build num, and more.

    Amazing information, thank you so much! Super disappointed that my pc, that actually runs most current games in high settings, will barely run this game on the lowest. I'm just not prepared to spend the money to upgrade so much just to run this game when everything else runs absolutely fine! Its madness! Ive been so excited for this game for such a long time - i even scheduled my annual leave to spend the week playing it! Looks like I'll be playing CS:1 for quite some time yet!! 😢

    Disappointing that they weren't able to optimise the game as well as they should have, I get that optimisation work comes last in the dev cycle and is the first thing to be compromised if delays crop up but it's a big shame.
    That said, I absolutely appreciate the devs coming out and plainly saying "we couldn't get the performance where we wanted, we're sorry, it's the first thing we're working on". That's frankly all I need to hear.
    As for how it currently runs, it's not as bad as I'd expected, though not ideal. The fact the 1% lows were pretty rough across the board suggests there's some performance issues around maybe texture/asset streaming and/or transitioning between the different LOD levels - it can be why you get stutters despite otherwise reasonable performance. I'm a little concerned about the VRAM usage, my 3080 10GB was actually at its limit running Cyberpunk with RTX turned on above 1440p (I do 5120x1440, nearly 4k total). I might be running up against the end of this card

    Before you go out and buy a 4090ti, remember that it is still important to use a "bottleneck calculator". He says that the CPU is the last thing to upgrade, if you have a 5000 something k CPU for example it WILL still defidently bottleneck you GPU. And remember that your not only going to use the PC for Cities: Skylines 2. A bottleneck in a PC is a waste of performance and money.

    For the 4090, set your power limit at 70%, you will retain 98% of the performance, and it will drop from 450w to approximately 300w
    This is really easy and only takes 30 seconds, there’s a wonderful video from derbauer on how to do this. (Basically you open MSI afterburner or other equivalent programs at the power limit to 70% and you’re done) I have no idea why Nvidia chose to ship this at 450 W when there’s absolutely no point but here we are.

    16:16 you definitely did not play at native 4k high in this scene. you get 52fps with a population of 1000. that's completely impossible. you must have changed certain settings. i tested it myself on my 7950x3d@-17/4090oc rig. at native 4k with the untouched high preset you get 23fps on the completely empty untouched river delta map.

      For every run, I disabled depth of field, motion blur, and volumetrics. EDIT - some runs have vsync disabled, too, and are noted as such in the charts.

      @@CityPlannerPlays the brandnew patch brought huge improvements to the game. i again tested at native 4k + unmodified high preset. 1. menu fps are now 84 instead of 12. 2. empty map fps are now 58 instead of 23. 3. gpu utilization % on map unfortunately is now 97-98 instead of 99 for me. 4. i suddenly have a dlss2 3.1.11 dll in the game folder although the game not supporting dlss. what's going on? do you also have this dll in your game folder? 5. all 16 cores of my 7950x3d@-17 are now utilized equally on map.

    Just watched the ign review, which I do take a grain of salt, but it was none the less alarming.
    I felt your prerelease review was the most critical. I appreciate you making this video as you seem to be taking some responsibility regarding your output and how it might not be aligned with the end product we get.
    This is much more than what other creators have been doing, who seem to have a bit of disdain towards their audience being up in arms. Some have just gone and like-bombed postive comments so anything negative gets pushed down.
