On iOS 15, You won't get this option by swiping up on the photo. Instead, click on the text that says live on the top left corner. From there, you will get the option for long exposure.

I have the latest iPhone 13 Pro Max running iOS 15.0. When I tried to swipe up the live picture, all I got was the location map showing up below. Multiple attempts swiping at various locations on the screen did not help. I eventually went to the Apple site for help and found out the procedure that works. Just follow this:
Open the Live Photo.
Tap the Live Photo button Live in the top-left corner, then choose (from the 3 options available):
Long Exposure (Simulates a DSLR-like long exposure effect by blurring motion.)
The other 2 options available (when you tap the Live button) are:
Loop (Repeats the action in a continuous looping video.)
Bounce (Rewinds the action backward and forward.)
I hope this info is useful for those who have the newer phones and iOS.

It would have been nice to see this with people moving. Like when you're taking a picture on a busy street or in a shopping mall. It's always nice to see the long exposure contrast between people, who are standing still and people, who are moving.

You can also use the wired headphones as a remote trigger so you don’t touch the iPhone if you stand it on a surface. Just open the camera app and press the volume button on the headset - it’ll take a photo.
