NO. You can not domesticate a wild animal in the way you are thinking.
Wild animals are wild animals. You may be able to tame them somewhat, especially if raised from birth, but they are still wild and potentially dangerous wild animals.
Domestication is a process that typically takes thousands of generations of selective breeding for submissiveness and other desirable traits.
When an animal species has been domesticated, it is no longer a sand cat. It is something entirely different. It’s basically a house cat that looks a little different from the average house cat. It is not a domesticated sand cat anymore than a golden retriever is a wolf.
Of course, there is the example of the Russian foxes. Over a hundred generations of intensive selective breeding and we have something that is partially domesticated and sort of like a fox. But it’s not a fox. They have physical features like domesticated dogs, such as curly tails and floppy ears.
Cats are much harder to domesticate than canines. And what would be the purpose? You’d wind up with a house cat, not a friendly sand cat. And what would we do with the tens of thousands of unacceptably undomesticated sand cats bred in the process? Euthanize them?
It is a terrible, immoral, and unworkable idea.

This is actually an adolescent. Adults are still pretty tiny (only a third the weight of a domestic cat) but have proportions more in line with that of other adult cat species.

These little fierce cuties are native to India, Srilanka and have also been recorded in Western Nepal. They are protected in India (as all wild cats are by the govt), so it's illegal to keep them as a pet. An adult rusty spotted cat can weigh only around 1.5 kg.
