Seven Elevens are more of a Korean and Japan thing than a west coast thing. In that both Korea and Japan have more of them than the entire United States.
There's probably more 7-11 on the west coast because there are more Asians (and by extension Japanese). Though there's one here in town. I live on the east coast.

7/11 isn't a West Coast thing. I'm from Philly and I'm pretty sure that other convenient stores just are better and 7/11 doesn't really care about their stores on the east coast
