Both India and China made the mistake of buying older Russian carriers and spent more money rebuilding and repairing the ships then what it would have cost to build a new ship! And now both carriers have been docked due to constant problems, so they can't be on the list. The only Russian carrier still technically commissioned spends most of it's time being repaired! The newest Chinese carrier is a US Navy wanna-be, and is a year away from being finished and commissioned. Mean while America will be building four more of the Gerald Fords.
