7:00 Sugita-san is the best VA for "male gap moe"/"kind delinquent" type, ever. Perfect pitch, perfect act, he truly makes the character he voiced alive. This and the haired mole girl skit will always be legendary.
as much as i agree with your statement, most japanese comedy anime are chock full of puns (most made apparently and immediately funny if you speak japanese and can only get a noteworthy chuckle from a non japanese speaker via a lengthy subtitle) and references to japanese pop culture that non japanese will mostly need to google for a laugh. imagine constructing a dubbing for all that.
For me, this is really one of the animes of all time. It's like Gintama but with an even better writer. All the jokes are a hit for me, and then the anime delivers it a la Gintama fashion with Sugita-san and seemingly with the very same musician for the transitions and background music.

This is one of the few comedy anime that are actually funny, It's a shame it wasn't continued. I would die for a season 2
