With Indian Govt's restraint, the operations had to be limited to the Kargil area... The Military had to obey the instructions of Govt. Otherwise, it was easy for Military to open up some other fronts eg. Jammu, Punjab, Rajasthan etc. So that, India would have got the bargaining point against Pakistan..
These conversations shows how confusing we Indians are when we face difficulty. Our leadership should be trained in leadership so that in future more assertive and proper action should be taken.
