Your plan to do the decreased number of rows before the arm increases sounds like a good idea to me- that way you still get the nice shaping. My yarn was horrible to knit with- so splitty- don’t want to ever use it again!! It’s blocking so we’ll find out Monday if I’ll be right back to where you are. I have a feeling I will be😳
Good luck. Thankfully it is a quick knit so if you do have to rip back you will soon be finished again. Some cottons can be very splitty and hard to work with. to be fair though drops belle can be like that at times and thats a blend.
Your Nuus light looks amazing- that colour is wonderful! Maybe you’re sensitive to what they set the natural dyes with. I hate swatching and my friends are always after me to do it as I end up reknitting lots, but personally I’d rather just get started and reknit if I need to!
That Cleo top is super cute but the tolsta is done bottom up so I would think it would just be a matter of not decreasing as many stitches when you get to the straps, making a note of how many stitches you go down to and then doing the same for the back.

I'm very hit and miss with swatching. sometimes i do it just to stop me actually casting on 😂
