If Gaelic monks (Papar) did ever arrive in Iceland, they were just there to live in seclusion as hermits and devote themselves to God. I doubt any chiefdoms or anything of that sort were established.

There was no such thing as a "Papar Chiefdom". The Papar were isolated monks. Also, the earliest source we know of that mention the Papar is from the 12th century, and there is scant archaeological evidence of Irish Christians in Iceland, apart from a cross etched in a cave from the 8th century. If they were in Iceland, their presence would have been nothing more than a shack on the coast.
