This scene hits so hard when you realize the context. He feels ashamed he’s let down his race but then he realizes there is still one more warrior amongst his people. In that moment I think he apologized because he wanted to fight with his people to the very end yet he was now deemed “useless” by himself for his current condition. It’s just an epic moment. Vegeta shared a similar moment to this with Goku on Namek before he got teleported away. Despite all his pride and differences Vegeta is a man of his people and he takes great pride in the race it self continuing to prosper and grow even if he’s not at the forefront of it all. Truly an epic moment that shines a bit of light into Vegeta character. Peoole have this idea that Vegeta is only thing for himself. He does it for his warrior race.
This scene says a lot about Cell. He was clearly saying all these things to rile up Gohan and make him fight. When Gohan said he gave up, Cell mentioned that then he didnt have to drag this on any longer. God i wish he makes a return someday because he is my favorite character
