Hi, It is always the best to have a clean and clear strand surface. However, that's not always the case. Surface corrosion with no pitting still can be used. Once stressed, grouting will be conducted. =)

Post tensioned rusty wires are an instant red flag. Having seen post tensioned wires before, they are meant to be completely clear of rust.

Light rust is still acceptable as long as no pitting on the strand surface.
How old is your jack? So slow. So many unnecessary movements.
