This particular restaurant owner has an old beat up hood with a worn out fan that isn’t working properly plus his food probably stinky to most noses. He needs a new hood for his funky smelling food.
Im actually a restaurant contractor. I designed and installed the hood system at Boki Bowl down on east bank. It’s not his food that smells, it’s the hood, fan and grease duct ladened with old food and grease that create an intolerable smell. Unfortunately this building has either inadequate hood system or it’s in need of a real power washing. I have seen this problem many times.

When my little exposure to "unusual" food like Hmong food, it's pungent and sour, but still smells amazing. How could pho smell bad? I don't think it was a neighbor, it was probably a competitor. I used to have a favorite taco truck in Hillsboro. They finally got shut down by complaints from a regular restaurant that was a mile away. When he closed, they told him so. They made multiple complaints on food quality and cleanliness and the health department finally rejected his business license.

Can narrow this down, When did the complaints start? He has only been there 5 years. Someone had to move into the area in that time, they would have to be around the business to "smell" the food. There is a Pho restaurant and a Chinese restaurant in my local busy shopping center, and neither have odors of any degree except on one occasion. I went to the neighboring grocery store, and the Chinese restaurant almost killed me from stench. But, whatever it was, they fixed it and it never smelled bad since. Both restaurants thrive now. I believe this restaurant in this video has some mechanical issues with their fans, grease build-up, their garbage, sewage or plumbing issues, or they’re using rancid ingredients and bad rancid oils. If things aren’t fresh, they’re gonna stink when they cook.

So many restaurant owners who provide lottery dump their own daily funds right back into the lotto machines and ignore important upkeep to the building. Landlords who rent properties to future restaurant owners need to be involved in a properly designed hood systems to future tenants planning on serving food.
I expect that there is a bad stink coming from his restaurant. Restaurants are required to not produce bad smells. When a barbecue restaurant took over a regular restaurant one block over from where I live they were required to make changes so that the smell from barbecuing wouldn't stink up the neighborhood. It worked out and they are a good neighbor. I expect that his restaurant stunk and one neighbor finally had the courage to complain. I also believe that the other neighbors probably agree that it stinks but didn't want to publicly come out and say so.

Can narrow this down, When did the complaints start? He has only been there 5 years. Someone had to move into the area in that time, they would have to be around the business to "smell" the food. This sounds like either a pure 100% corrupt way to get the property somehow or this is an extreme Karen and should never have gotten to this point, it is ONE person causing this, ONE not the neighborhood or multiple people. Track them down and expose them.

There is a Pho restaurant and a Chinese restaurant in my local busy shopping center, and neither have odors of any degree except on one occasion. I went to the neighboring grocery store, and the Chinese restaurant almost killed me from stench. But, whatever it was, they fixed it and it never smelled bad since. Both restaurants thrive now. I believe this restaurant in this video has some mechanical issues with their fans, grease build-up, their garbage, sewage or plumbing issues, or they’re using rancid ingredients and bad rancid oils. If things aren’t fresh, they’re gonna stink when they cook.
It’s nice to see these two restaurants are having the exhaust and hood systems cleaned on a regular basis. Much safer from fire

I can tell just looking at the exhaust fan what the problem is. He needs a new hood. The grease duct and fan terminate to close to the house. The fan looks 30 years old and worn out. Life is not fair. This isn’t discrimination as much as it is circumstances. The owners need a grant or funding to install new equipment. Old hoods stink
So many restaurant owners who provide lottery dump their own daily funds right back into the lotto machines and ignore important upkeep to the building. Landlords who rent properties to future restaurant owners need to be involved in a properly designed hood systems to future tenants planning on serving food.

I expect that there is a bad stink coming from his restaurant. Restaurants are required to not produce bad smells. When a barbecue restaurant took over a regular restaurant one block over from where I live they were required to make changes so that the smell from barbecuing wouldn't stink up the neighborhood. It worked out and they are a good neighbor. I expect that his restaurant stunk and one neighbor finally had the courage to complain. I also believe that the other neighbors probably agree that it stinks but didn't want to publicly come out and say so.

The City should pay out and make the restaurant owners whole again, with THAT location back in full swing.
If your hood and fan project a vomit and chum bucket smell 4blocks away then maybe the hood system might catch fire next because the hood, duct, fan and oven are ladened with a 5 year layer of fish grease.

The restaurant been in business for the last 5 years have no problem why now some one that work for the city of Portland discriminated against the business owner because he is vietmanese. You have hundreds of other restaurant why don't have any complaints against them. The city need to with draw it complaints.and reopen the restaurant.

As a pot farmer myself I run into the same problems with my neighbors. Very understandable. Nobody wants to live/work near something that stinks. The shop owner just needs to invest in some air scrubbers. They pull bad air in and exhaust nice smelling air out. Ezpz
