What Makes a Wave a Tsunami? (Hunga Tonga Eruption)

Recently, there was a volcanic eruption off the coast of the Pacific Island Nation of Tonga that caused tsunami waves to be sent around the Pacific Ocean. But even though tsunami advisories were sent out all around the Pacific, the biggest waves in California for instance, were 2.5 feet tall. So what's going on here? Why did the tsunamis get so much publicity if it only caused 2.5 foot waves?
