Why ASEAN is so weak in dealing with the South China Sea issue? Because UNCLOS has many loopholes, there is no enforcement when it involves a powerful country. UNCLOS seems to only work against smaller or weaker nations. If UNCLOS were strong, the South China Sea issue would have been resolved since the arbitral ruling award in 2016. Currently, there is no one capable of resolving this issue, and conflicts and disputes often lead to disastrous wars. The United Nations should strengthen or reform international laws and order so that no powerful country can ignore it.
For centuries China respected & never bothered his neighbors. Only this time when they’ve become rich because of their debt trap programs to poor countries & the mass export of low quality and or counterfeit products. A bad neighbor. Just like in mathematics, China is the "common denominator" in a lot of disputes in the region and in multiple times have led to armed confrontation. They want to take over Taiwan and has had serious maritime engagements with the Vietnamese Coast Guard, Japan Coast Guard and the Philippine Coast Guard and Navy. That right there shows us who is the troublemaker and that speaks out loud about it's hegemonic ambitions yet they have the nerve to say that the USA is a hegemon. A perfect representation of the pot calling the kettle black. They never mention that the Philippines and the US have an existing defense treaty. It's been like that since 1951 which makes it but normal for the US to come to their aid.

Why ASEAN is so weak in dealing with the South China Sea issue?
Because UNCLOS has many loopholes, there is no enforcement when it involves a powerful country. UNCLOS seems to only work against smaller or weaker nations.
If UNCLOS were strong, the South China Sea issue would have been resolved since the arbitral ruling award in 2016.
Currently, there is no one capable of resolving this issue, and conflicts and disputes often lead to disastrous wars.
The United Nations should strengthen or reform international laws and order so that no powerful country can ignore it.
