Maybe it's because they are close, but she managed to joke and tease with Marine during a conversation about a genuine concern Marine has. And Pekora managed to lighten the mood by teasing Marine without coming off as insensitive or rude.

I mean there's not much difference only lower. Also add the fact that this might be just her phone due to the fact that you literally can hear her gulps and lip smacks (or maybe she's too close to her mic).
Most of the hololive girls speak in a higher pitch for their streams, it's just really noticable when it's a rare occurrence. I'm plenty sure some use their normal tone plenty and it's just less noticable.
Amusing that it's on a Marine stream, considering how she purposefully and accidentally drops her cute tone so often down into her "sexy voice".
Idk whats up with you guys but girls with naturally high voices exist. I'm almost certain that is just the tone of her voice while speaking and not really her "real" voice. Pekoras voice isn't even all that high tbh, just slightly exaggerated what I can tell when she's in character.
