Sure. The end result depends on how much you trace. If you trace the entire thing and color it in with pencil, well, you traced and colored. If you trace a few large areas, then really enhance it, that's different. A lot of artists will project the image, especially if they are enlarging it. This helps keep it in proportion.

Also, you have to be careful when using any kind of outlines, as outlining makes the subject look flat. The goal is to eliminate outlines.
