The Condition is supposed to say his interval decreased, not increased. He's supposed to do 3 teleports before phase 1 ends, once every 25% hp loss. But if you make him lose another 25% hp while he's doing his teleport attack it just cancels for some reason. Here you saw on phase 1 he didn't get a single teleport out.

So it seems like the teleport pattern is similar to the eggs from CC9? Perhaps they code every enemy with "after losing HP, do ability" the same and this trick can be abused?
