I think Chloe plainly isn't interested. Sometimes it's like that, the one you're trying to woo just isn't interested and *never* will be interested. Affection isn't a video game achievement that is automatically granted if you just perform the correct actions. If someone is "playing hard to get", it's more likely that you're just delusional and imagining that they are more interested than they really are.
