I prefer playing at casinos that are "dead" like this. Less chance the game I want to play will be occupied, and the air will be cleaner from fewer smokers. This actually looks ideal to me, and I may need to pay them a visit.
Easy fix, loosen slots and tier the resort fee for those using amenities only. If you don’t use the spa or pool why pay for it. Wi fi can have a separate fee . Parking can have a separate fee. Make the changes and watch people flock to Resorts World and the Fontaine Blue. The food vendors have to reduce their prices too or they will close. They have to make these resorts appealing because they are far from the center strip and the iconic properties.
What day and time of day was this? It has a lot to do with how busy it is going to be. I notice that is left out. Any casino midweek at 8am would look like this.

Most places aren't going to get busy until the evening when people are going out for dinner, drinks, shows, clubs, etc., even for locals after work. Fremont St. even looks like this at 3pm.
It's too expensive to eat in these food courts at Resorts World and Fontainebleau for the small portions you get. It's much better value to go to the buffets at Wynn, Cosmo, Bellagio and Caesars. Their casinos are not empty like this. Management better wake up.

Gaming was down in the whole state last month. Casinos here in Reno are always empty weekdays. Money Is tight

If you like the quiet and not so crazy and smokey atmosphere than this is the place, I found it more relaxing there with not so many people!
