I actually love this as a "Romance Arc" for Luffy! As Oda has stated, Luffy's character is not exactly supposed to be "Romantic", but this still feels a lot like "Bromance"

While this is true, there was a distinct moment where Luffy went Gear 5th during his final attack with Shanks against Tot Musica, while it's probably just an Easter egg like the movie where Luffy accidentally unlocked Gear 2nd before he did in the manga/anime, so both are sort of correct

It's clear in the movie that Uta is dead. In the final shots of Shanks aboard his ship, he and his crew are standing around a coffin in silence. The implication is clear.
...That being said, the movie is non-canon to One Piece as a whole, and Uta was given a manga chapter to be featured in, implying she is a canon character, even if the movie is not. So who knows? Oda has not even seen fit to comment one way or the other regarding Uta, and even if he did, he is not above lying when it benefits him. **shrugs** Any answer he gives is suspect. So your guess is as good as mine.
