Although The 3rd Vibhag of Teentaal says DHA TIN TIN TAA, yet we mark the 9 as KHAALI is because MOST BOLS of that vibhag (3 out of 4) are played without dagga sound. And since 9 happens to be the start of that vibhag it signals a KHALI. Same logic can be applied to the last vibhag also. Although the 13th matra is a TAA (no dagga) yet it is called a TAALI because MOST BOLS of that vibhag (again 3 out of 4) are played with DAGGA sound. And since 13 happens to be the start of that vibhag, we show a TAALI.
