In regards to Oleander, it is possible they planned to have him appear again later in the game (you only see him once at the start). With all that said, Devs are no strangers to secrets (when enter the cheat code the game will shout “YOU CHEATED!””)
it feels like the developer had a pretty clear idea of the gameplay and most various concepts, but couldn't get a full on general vision going untill much later in production, so they developed various parts so they could fit anywere with minimal tweaking, and the "excess" details like these one, or the g-men reaction to the grenade, were kept in for pure comodity

If you use Pyrokenisis on Chef Cruller, he'll say "I'll cut you open, fry your guts into hashbrowns, and stick them back in before I let you do that" Grandpa goes from 0 to 60
I hate how in the end of psychonauts when you try to replay it after finishing the game like pressing continue your permanently in the collective unconscious
You can escape by going to lungfishopolis and getting to the island where you fought coachamera. It takes some finessing, because you aren't supposed to be able to reach it, but once you do, you can smelling salts out.
I kinda miss cheat codes in games. Doing a specific button input on your controller to trigger said cheats. Now, cheats are either complete absent or are in-game rewards for finding collectables.
