Think of it this way:
When families budget, they cut costs from those things they 'want' to cover costs of those needs that are nonnegotiable.
Govt in contrast, budgets for money it doesn't have, while not planning to cut unnecessary costs. Their plan is borrowing & getting aid.
Can they do things with less money? Yes.
But will they try to? No.
